The City of Richmond (the “City”) hereby gives notice of its intent to contract with HUB Cycling to deliver cycling skills education courses to all Grade 6 and 7 elementary school students in Richmond over a three-year period.  The purpose of this Notice of Intent to Contract (NOITC) is to advise that the City intends to award a single source contract for the completion of to HUB Cycling.
