The City of Richmond (the “City”) is inviting architectural consulting firms to be registered on a pre-qualified list for a three (3) year period for various capital building and facility projects (renovations, upgrades, and new buildings).

Qualified Respondents are invited to submit their responses to this Request for Prequalification (“RFPQ”) to pre-qualify to participate in a Request for Proposals (“RFP”) or other procurement process for architectural consulting services, as described in Appendix 1 – Services attached hereto (the “Services”). 

As the work varies in scope and magnitude, it is expected that the successful pre-qualified firms awarded in a subsequent process may be involved in the early planning phases of projects to ensure appropriate resources are allocated, provide recommendations for procurement, assist in order of magnitude estimates, and provide strategic consolidation of project scope to minimize disruption to operational programming. Designs submitted by architectural consulting firms awarded in a subsequent process may undergo a peer review at the City’s sole discretion. 

While it is the intent of the City to use the architectural pre-qualified list on many City construction projects, the decision to use the architectural pre-qualified list on future projects will be made on a case by case basis by the City, as described in Appendix 4 – Rules of Engagement attached hereto.
