The City of Richmond (the “City”) is seeking to engage a highly qualified Contractor with demonstrated expertise in the design, manufacture, delivery, and maintenance-support of Fire Rescue Apparatus (the “Apparatus”). This initiative is part of the Richmond Fire-Rescue (RFR) Apparatus Replacement Program, which spans the next 10 years. The scope and specifications outlined in this Request for Proposal (RFP) reflect the City’s commitment to equipping RFR with the most advanced and reliable resources necessary to respond effectively to a wide range of emergency situations (collectively the “Project”).

The scope of this RFP is divided into two distinct phases: Phase 1, which addresses an immediate purchase of up to four (4) Rescue-Pumpers and one (1) Rescue Truck by the end of 2027. Phase 2 pertains to Apparatus delivery scheduled for after 2027. In alignment with the City’s commitment to innovation and sustainability, Phase 2 will actively explore alternative propulsion technologies, including hybrid and fully electric powertrains. The City encourages Proponents to submit forward-thinking proposals that support these objectives and reflect emerging advancements in environmentally sustainable solutions. The units under Phase 2 will be delivered according to the schedule outlined throughout the contract term as specified in this RFP.
